NGE conducted a Process Hazard Analysis (PHA) review of the Hydrogen Processing Unit.
NGE conducted a comprehensive Process Hazard Analysis in compliance with PSM requirements for their client’s facility which manufactures lubricating oils, waxes, and heavy petroleum products. The HPU consists of hydrotreating processes which catalytically reacts hydrogen with oil under high pressure and temperature to remove nitrogen, sulfur, and other non-hydrocarbon containments. The hydrotreating process also selectively hydrotreats the hydrocarbon molecules. The HPU is separated into two parallel trains, with each train comprised of a reactor section and a fractionation section.
Prior to beginning the PHA, NGE reviewed all available summary documentation of the facility’s PSM/RMP program, P&IDs, SOPs, etc. in order to become familiar with the facility’s program. Following completion of the on-site PHA, NGE prepared a detailed report documenting the process and findings. The report included text detailing the PHA process, a table with the findings, and referenced attachments, including the process notes.
For one year, NGE returned to the facility for one day each quarter (total of three visits) and reviewed progress on corrective actions, confirmed items noted to be closed, and advised their client on the appropriateness of corrective actions. Following each visit, a brief letter report detailing NGE’s visit was provided.
