WVDEP’s New Multiple Sector Stormwater General Permit

NOIs are Due on April 12, 2020

West Virginia’s Department of Environmental Protection (WVDEP) issued WV NPDES WV0111457 Multi-Sector Stormwater Permit on September 12, 2019, and it became effective on October 12, 2019. The Notice of Intent (NOI) for existing permit holders will be due on April 12, 2020. Facilities in West Virginia want to beware of changes the WVDEP has made to the permit and ensure they are prepared for the April 12th deadline.

The WVDEP Multi-Sector Stormwater General Permitting changes will replace existing Stormwater Multi-Sector Permit No. WV0111457. Facilities covered under existing permits must submit a new registration for the Multi-Sector Stormwater Permit.

The following are key changes from the previous permit:

  • Benchmark monitoring for all sectors from Semi-Annually to Quarterly
  • The Stormwater Pollution Prevention Plan (SWPPP) and Groundwater Protection Plan (GPP) must be developed and maintained as separate stand-alone documents.
  • The revised permit establishes requirements for a qualified person to prepare the site SWPPP
  • The new permit specifies where all stormwater samples must be collected
